INTRODUCTION
Nocturne is an illegal crime organization operating in Nastiabach and the Sovereign Shores hidden in plain sight. The group utilizes multiple fronts and legitimate businesses to hide its illegal activities across the regions. Nocturne consists of organized criminal gangs and hired goons. Since the continent wide prohibition on Arc weapons was put into place, Nocturne have begun illegally trading in magical weapons. The Sentinel Security Police across the two nations have been thwarted on multiple attempts to topple the leadership of the group though recently there have been some successes.
CHARACTERISTICS
Alleged Crimes of Nocturne
The Sentinels of the Sovereign Shores have detailed a list of the numerous illegal activities attributed to the criminal gang Nocturne. Their efforts to circumvent the laws of the nation and its allies has repeatedly caused strain on the law enforcement efforts of the Baycrest and surrounding areas. While cross law enforcement cooperation between Sovereign Shore and Nastiabach is limited at best, undercover agents and Sentinel forces have accumulated a list of crimes that can be traced to the organization across Vathria. This list is by no means exhaustive and will be amended by Sentinel operatives in due course:
Illegal Weapons Sales – Since the royal decree banning the sale and trade of Arc weapons, black market smuggling cases have exploded in Sovereign Shore's alone. Law enforcement in Nastiabach first alerted the Sentinels to Nocturne's weapons smuggling when a secret caravan of Arc weapons was discovered at the border of Nastiabach on its way to Sovereign Shore. The criminal's captured at the time refused to give up their leadership even under interrogation. These smugglers were executed in Nastiabach and the weapons confiscated and destroyed.
In Sovereign Shore, for every cache of weapons discovered, multiple others avoid detection. Nocturne is reported to recruit members who can utilize powerful illusion magic to hide their activities in plain sight. Sentinel police are training recruits in the fight against Nocturne to be better aware of illusions so as to expose them.
Illegal Alchemy and Distribution – Nocturne is charged with operating numerous underground clinics for the supply and sale of alchemy. Dangerous potions and magic's are frequently confiscated in Sentinel raids however the number of Nocturne members caught in such activities remains frustratingly low. To this date, less than twenty Nocturne members or affiliates have been caught in the sale or process of doing illegal alchemy. Nastiabach reports suggest illegal potion usage has increased in the poorer communities as poverty and desperation becomes more widespread. Addiction to alchemy supplies has the potential to cause an epidemic of chaos should Nocturne fail to be apprehended by the Sentinels.
Illegal Gambling Dens – The larger cities of Sovereign Shore and Nastiabach host hidden gambling parlors run by members of Nocturne. Law enforcement documents from Nastiabach have detailed that in the illegal den raids the quality of infrastructures varies wildly. Nocturne has funneled enough gold in and out of these establishments from Vathrian's of levels of status. While the larger dens are believed to bribe local officials to turn a blind eye, the smaller operations on occasion are successfully closed down. Nocturne though are quick to recover as it is noted that a closed location invariably leads to other more secretive dens to replace it in the local area. It is believed that these backroom fronts also serve as a front themselves for even more unsavory and illegitimate acts perpetrated by Nocturne.
Predatory Lending – Victim reports of this crime have decreased with the apparent change in Nocturne leadership, though the situation still exists primarily, the Sentinels understand, in Nastiabach. Personal loans masquerading as Risk Investment Companies offer unsavory terms and conditions to unwitting people and have resulted in cases of cracked heads and intimidation across the two nations. It is believed that some who frequent the Nocturne gambling dens are tricked into gambling away more than they can afford and are then forced into taking loans from the same people they gambled with. It is notable that when law enforcement in both Sovereign Shore and Nastiabach have made low level arrests of suspected Nocturne members, they frequently reveal themselves to be working off their debts as hired muscle. The gold runs deep with the organization and they have no fear in using it to further their goals.
Theft – Theft may seem relatively benign compared with the reported crimes listed above, however prominent members of high born houses of both Sovereign Shore and Nastiabach have come forward to reveal precious and expensive items have been taken from their possession either by burglary or intimidation at public events. Nocturne appear to have a code at the very least in that while they do take advantage of the poorer members of society, theft generally appears to be targeted at the wealthier citizens of the nations. The Sentinel Security Police considers Nocturne to be dangerous for a range of reasons however the most vocal opponents of the organization are more concerned with their stolen valuables rather than illegal weapon sales. To date, no arrests have been made for any of these thefts.

ACTION REPORT 1 – OPERATION 57a
Sergeant Fife has proposed a bold new plan to combat the efforts of Nocturne. She intends to deploy and embed a spy into their ranks to gather intelligence that will lead to tangible results. She employed a young mage, Amelie to go undercover, it appears the two have a long history with each other and the Sergeant believes the Amelie will prove useful. The Sentinels at present are desperate for a positive outcome with this operation as many notable lords have fallen afoul of the organization in recent months. Fife is resting her career on the mage.
ACTION REPORT 7 – OPERATION 57a
The reports from the Sentinel Security Police can only go so far in detailing the events surrounding the Nocturne organization, the mage so far has managed to fall in with a cell of criminals. In a short space of time she has revealed a wealth of knowledge on how the group contacts agents within Sovereign Shores and Nastiabach. Amelie believes that they do what they do because ‘it's all just for the fun of it'. She reported that frustrations concerning the arc weapon prohibition forced Nocturne to step up their activities as a form of protest to the new laws.
ACTION REPORT 59 – OPERATION 57a
Amelie and the Sergeant are at odds, Amelie has been providing less information on Nocturne activity of recent and agents of the Sentinels have witnessed her spending more time with the person believed to be a prominent leader of the group. So far the only information Amelie has provided the Sentinel on this individual is his name, Lux. Fife believes the woman has become distressed at her time undercover, and it is possible that she may be losing her grasp of which side she is truly on. The Sergeant has not ruled out pulling her from her mission but ultimately trusts the mage to get the job done.
ACTION REPORT 62 – OPERATION 57a
Amelie begged Sergeant Fife to allow her to come out, to end her time as a spy within the group, however Fife was heard demanding the young woman's obedience. It has been two weeks since her last report and some are speculating that she has fallen in love with the man Lux. Her reports mention him constantly but rarely with any tangible evidence needed to make an arrest. Sergeant Fife has become concerned, and has ordered Amelie to be followed now at all times. She believes the mage has gone rogue and could be passing on Sentinel secrets. Other officers have questioned the Sergeants methods and have faced demotions for insubordination.
ACTION REPORT 63 – OPERATION 57a
A raid was ordered on Sergeant Fife's orders after Amelie was tracked to a warehouse along with the suspect Lux and other members of the group believed to be higher ups. A serious victory has been won today for law and order, though it appears to come at a cost for our spy. Amelie was taken initially as a prisoner with the others, however during her debrief it was revealed that Nocturne's leader Lux was died during interrogation. The news appears to have broken the woman's mind learning of the prisoner's death, she was seen distressed and uncontrollable. This has confirmed Sergeant Fife's suspicions that the two had become lovers and Fife has ordered the mage to leave in disgrace. Tonight the Sentinels celebrate this victory over the criminals and filth.
ACTION REPORT 1 – OPERATION 64d
Nocturne is back and it seems stronger than ever. It is believed that the group has taken a new leader, eye witnesses claim the woman is young, with brightly colored hair and clothing. She was referred to by the name Quip during a weapons exchange in which members of the Sentinel Police broke down the doors and chased suspects. This appears to be the same woman who has been terrorizing Sergeant Fife these last few weeks and the good Sergeant gave chase when the woman called at her. No arrests were made during the raid, it appears that the Nocturne members at the trade were ready for Sentinel presence and disappeared into the night. The identity of Quip has become one of the Sentinels highest priorities though it does seem that with her appearance as the new head of the organization, some of Nocturnes previous unseemly proclivities have either lessened or halted entirely. This new report will continue to document Nocturne and the crimes committed by Quip. Sergeant Fife has vowed to bring the woman to justice.
The Ages yet to come
The histories of tomorrow are awaiting an author, one who would tell the stories of the heroes and events not yet known. Quip is still wanted by the Sentinel Security Police for various criminal acts across the Sovereign Shores and Nastiabach, the question is whether they will be successful in catching her and stopping Nocturne. However for now, those stories are unwritten and the outcomes unknown as the looming threat grows larger across Vathria. . .
